Instead of 'building walls' this 'foundation' - 'think tank'-proposes building a different wall altogether-

One of the major proposals incubated at MATT would provide unprecedented investments in small businesses in Mexico. Instead of spending $7 billion to build the impractical and un-American border wall, the money should be used to build a wall of wealth in Mexico that will benefit both nations.

A decade ago, U.S. officials funded a venture with Mexico called the North American Development Bank (NADBank). Based in San Antonio, Texas, this bank was created as a response to environmentalists who were concerned about the impact the new trade agreement would have along the U.S.-Mexico border. To date, this money has not been used effectively and much of it remains uncommitted.
