The purpose of the card, which is available to everyone, but pitched to senior citizens, students, children and immigrants, would allow access to city libraries and parks, while a debit component would facilitate purchases at some 50 stores and payment at parking meters.

Documents needed to verify identification are the same as those required by banks to open accounts, so it is viewed as a way to get immigrants to use banks to make them less vulnerable to thefts.

One of the major proposals incubated at MATT would provide unprecedented investments in small businesses in Mexico. Instead of spending $7 billion to build the impractical and un-American border wall, the money should be used to build a wall of wealth in Mexico that will benefit both nations.

A decade ago, U.S. officials funded a venture with Mexico called the North American Development Bank (NADBank). Based in San Antonio, Texas, this bank was created as a response to environmentalists who were concerned about the impact the new trade agreement would have along the U.S.-Mexico border. The United States, the researchers say, appears to be driving these changes through three policy initiatives. One is the 2001 Canada-U.S. Smart Border Declaration. Another is the Security and Prosperity Partnership of North America (SPP), initiated in 2005. The third is the Western Hemisphere Travel Initiative, which will require Canadians to present a passport or other secure document when entering the United States.

The “work plan” details 24 specific “deliverables” by officials from the U.S. Treasury, Finance Canada, BANXICO, the Federal Reserve Board – Atlanta, and regulatory agencies from all three countries. The deliverables include “cross-border” cooperation in the areas of car insurance, Social Security totalization for Mexico, banking, and Federal Reserve’s “Directo a Mexico” remittance program.

Among the specific deliverables outlined in the “work plan” is a taxpayer-supported program to improve Mexico’s infrastructure: “Improve North America’s competitiveness by enhancing Mexico’s competitive position through the establishment of a grant fund for development with U.S. and Canadian resources to finance the development of physical infrastructure in Mexico.” The objective has a timeline for completion of 6-18 months.
