Why do you think it took Morrison's staff so many month to notice what OR and Kline and the general public TOLD them before they even picked up the files? Two words: Damage control. How to prosecute -- so Morrison would look clean -- while making sure there were no actual negative consequences for Tiller.
I'm predicting a plea bargain down to one count, a slap on the wrist, and a "Naughty boy! Be good from now on!"
